The future of each state in the present-day world is defined by the educational institutions established in this country and the level of education obtained in them. Whereas the development of education is considered to be an important component of the concept of development of world countries. One of such countries is Azerbaijan. The measures taken by the state in recent years to develop education in our country gives reason to say that Azerbaijan is determined to see its future more reliable and confident. Moreover, Azerbaijan, which is in the center of the world's attention with its rich natural resources, has chosen further development of human capital with effective use of these resources as the main direction.

In this respect, as a result of our national leader Heydar Aliyev's idea to form a reliable network in the field of emergency situations, as well as in other spheres in Azerbaijan, the President of the Republic of Azerbaijan Ilham Aliyev gave order to establish the Ministry of Emergency Situations in 2005, also, Ministry of Emergency Situations Academy in 2008 in order to upgrade of professional skills of employees, expand their potential and to train specially qualified personnel.
The establishment of the Ministry of Emergency Situations in our country resulted in the implementation of comprehensive set of measures in the field of civil defense, protection of territories from natural and man-made emergency situations and provision of security of the population, including strengthening the material and technical base of the Ministry and the organization of strong personnel training due to the attention of the head of state.

In order to provide specially qualified personnel with higher education, employee training and education and scientific research works in the field of emergency situations for the Ministry of Emergency Situations, President of Azerbaijan Ilham Aliyev issued a decree “On Establishment of the Academy of the Ministry of Emergency Situations of the Republic of Azerbaijan” on June 2, 2008 and approved Statue of Academy of the Ministry of Emergency Situations of the Republic of Azerbaijan on July 10, 2008. Admission of cadets to the Academy in two specialties (engineering of life activity safety and fire safety engineering) has been started by the State Commission on Admission of Students since 2009. Program of action of the Academy was prepared ın order to ensure the implementation of the Law of the Republic of Azerbaijan “On Education” and “The state program on reforms in system of the higher education of the Azerbaijan Republic in 2009-2013” approved by Decree of the President of the Republic of Azerbaijan dated May 22, 2009 and duties were defined in the direction of ensuring the implementation of this program. The Ministry carried out relevant works in the direction of provision of the Academy with qualified personnel, setting up the educational process in accordance with normative and legal acts, preparation and application of scientific and methodological recommendations ensuring new educational and information technologies in order to achieve the objectives set by the President of the Republic of Azerbaijan Ilham Aliyev.

All of these resulted in the formation of an excellent material and technical base of the Academy and the preparation of a strategic development program for the future, and made it possible to form the Academy as a new educational institution in the educational system of our country.

Laboratories equipped with modern equipment, specialized auditoriums, linguophone and special subject rooms, electronic library, fire training block, “Rock-climbing” alpinist simulator complex which is the first in Azerbaijan, fire, emergency rescue training complex, cabins equipped with special simulators for vehicle training made available for use by cadets in the Academy.

All necessary facilities offered in the professional qualification and special training complex of the Academy where high-level training process prevails and classrooms and auditoriums are equipped with all necessary equipment offer a wide range of opportunities for high-level training in the field of rescue, medical training, diving and alpinist training, signal system and other fields.

Cadets' health, especially their physical training is paid serious attention in the Academy. Modern sports equipment and a stadium give opportunity for holding various sports competitions and participation and victories of cadets in international and national tournaments.

The education process, as well as examinations are held with the use of computer and Internet technologies.
From the first day of its operation, education at the Academy is taught in accordance with the principles of the Bologna Process and the requirements of the European Credit Transfer System.

Along with the teaching process in the academy, special attention is paid to the education of young people in the spirit of patriotism. In order to form in the cadets a sense of hatred and determination to win a victory against our historical enemies - Armenians, information about the military history of Azerbaijan, each of our soldiers awarded the title of Hero of the Soviet Union in World War II, the honor of the independent state of Azerbaijan, and National heroes who distinguished in the battles for the integrity and freedom of the Motherland is provided and documentary materials on the history of the occupied lands are promoted.Besides that, meetings are regularly held with war veterans, heroic sons of the country, and visits to historical sites are organized.

One of the important works carried out in the direction of patriotism at the academy is to foster in cadets a sense of respect for state attributes. Because, today exceptional importance of fluttering the highest flag in the world in Baku, the capital of Azerbaijan is undeniable in raising the spirit of military patriotism at a time when we are living in the present war condition, in the education of sons who can say " Glory to the Motherland!" for raising our tricolor flag in the freedom square of Khankandi, the center of Nagorno-Karabakh. It is no coincidence that every year young people enrolled in the first year of the Academy and their parents participate in the swearing-in ceremony at the Azerbaijan State Flag Square. The main important factor realized in the field of patriotism education at the Academy is education of cadets in the spirit of loyalty to the aims of our National Leader Heydar Aliyev. In this regard, the Heydar Aliyev Center has been established at the Academy. This center allows turning the pages of the rich life path of the Great Leader, looking at the whole history of Azerbaijan. Opportunities offered in this Center, where the heritage of the Great Leader is widely reflected and extensive exposition and photos allow cadets of the Academy to deeply study the heritage of national leader Heydar Aliyev. A virtual classroom, a library and a special corner where documents related to the National Leader are kept operate here in order to pass the rich heritage of the Great Leader to future generations.

Lectures regularly held in the lecture hall of the Heydar Aliyev School operating in the center with participation of members of parliament, public and political figures, the successes achieved as a result of the policies successfully implemented by Heydar Aliyev, the founder of the modern Republic of Azerbaijan, and his worthy successor, the President of the Republic of Azerbaijan Ilham Aliyev, in-depth study of large-scale construction works among personnel has become one of the highest goals of educational work.

Extensive information about the history of the academy and its achievements within 10 years has been collected in the museum established in the academy.

Orientation, practical training and pregraduation internships are held every year in the Command of Civil Defense Forces, State Fire Protection and State Fire Control Services, regional centers in order to acquire practical skills of the cadets studying at the Academy, as well as, educational experiences are carried out in camp conditions in order to acquire emergency rescue skills in mountain-desert conditions by the cadets, specialists of the educational institutions of the Ministry of Emergency Situations of the Russian Federation and relevant institutions of the Ministry are involved in conducting practical trainings.
